He became a referee when studying at the University of Gloucestershire, progressing through the Midland Combination, Midland Football Alliance and Conference and, at the same time, attaining his Uefa B coaching licence.

Phil Gibbs has been a qualified referee since 1993. He officiated as a referee in the 2007 Sunday Cup Final at Anfield and as Fourth Official in the 2005 Women’s FA Cup Final.

Philip Gibbs had failed his interview to become a man in the middle two years in succession. Shortly after taking charge of the FA Sunday Cup final in 2008, in which Hetton Lyons Cricket Club beat Coundon Conservative 3-2 in a feisty contest at Anfield, he made it third time lucky. "The Anfield experience was a dream but then to get on the National List as well, at last, just capped a great year," he said.

He took charge of his first league match on 7 August 2008 as Shrewsbury beat Macclesfield 4-0.

His last match was the League One Play-Off Semi Final on 6 May when Yeovil beat Sheffield United 2-0.

His last Walsall match was a 1-0 home win against Dag & Red on 15 February 2011.
