Andy Penn qualified as a referee in 1986 and progressed through youth football and the West Midlands leagues before being promoted to the Football League as an assistant referee in 1996.

He was promoted to the national list of referees in 2002 and his league debut as a referee came on 18 August 2002 in a 2-2 draw between Swansea and Rushden in League Two, which saw four bookings and each side reduced to ten men.

His last match on 13 February saw him produce his first red card of the season as Nottingham Forest’s McCleary was red carded in their 1-0 defeat at Doncaster. His last Newcastle game was a 2-1 defeat at Scunthorpe on 20 October 2009.
