The saga surrounding the proposed training ground has lasted for several months but a decision is expected to confirm the proposals in their current guise.
Preston have always tried to improvement their training facilities but have been unable to do so at their present location at Springfields to the west of Preston.
North End were interested in buying Bolton's training ground which is based at Euxton when Boton were in financial difficulty a couple of years ago but Preston did not part with the £4million that was being asked.
Hemmings, Preston's owner, also owns a large plot of land at Ingol whch is currently the primary location for a golf course. His original intention was to use the land to develop and build houses in line with much of the rest of his businesses.
The property tycoon was refused permission to build the houses because of a covenant on the land which meant the land had to be used for sporting purposes.
The golf club has now closed largely due to a lack of membership caused by potential outside interferences. In any event, Hemmings submitted new proposals to use the land for a training facility for North End in addition to several hundred houses.
There have been objections including from a local MP but it is expected that the Council will approve the plans.
